: Arcturus can be your commander, spells you cast cost 1 less to cast, and whenever you cast a spell you gain 1 life for each color in it's cost.
+2: place 3 page counters on target creature. when a creature leaves the battlefield, if it had any page counters on it, draw a card for each one.
-9: exile all cards in everyone's graveyards, you may then spend mana to cast those cards as if it were mana of any color required
