At the beginning of each upkeep,
Suffocate 2. (Put 2 -1/-1 counters on each creature with the highest toughness or tied for the highest toughness)
Technically, its the Elves' job to keep the air passages clean, but as they are safe in their biospheres they often don't bother, giving the bugs room to grow.
