Circle of Reflecting Light

When Circle of Reflecting Light enters the battlefield, put a shroud counter on each player. (Players with a shroud counter on them
can't be the targets of spells or abilities.)
When Circle of Reflecting Light leaves the battlefield, remove all counters from all players.
