Containment Matrix

Players cant draw cards.
At the beginning of each player's upkeep, that
player exiles X cards from the top of their
library, where X is the number of cards in their
hand. Then, that player may put a card from
exile into their hand.
At the beginning of each end step, if a player has
no cards in exile, that player loses the game.
