Cthulhu, Our President

: Choose any number of players and they all have to roll and six-sided die. The person with the highest result makes Cthulhu President.
+3: Each other player discards X cards and loses X life, where X is Cthulhu's loyalty. Only activate this if Cthulhu is President.
-7: All players must exile the top half of their library unless they pay 4 life. If not, they lose the game.
