Shamu, Man of the People

At the beginning of each player's upkeep, that player chooses a number from 1 to 3. During that players turn, spells that players opponents would cast to target permanents that player controls costs their opponents that much more to cast. That player loses that much life that turn each time an opponent pays the cost of the chosen
number.
