Welcomed Walk

(If all players agree, you may start the game with
this decree face up in the command zone.)
When Welcomed Walk is in the command zone,
planeswalkers can be commanders, and whenever
a player casts a planeswalker from the command
zone, it enters the battlefield with an additional
loyalty counter on it for each time it has been
put into the command zone this game.
